Bulging disk in neck at C-3 & C-4

I have a bulging disk in my neck, possibly caused by a car accident. I am going on 2 years with this pain. Usually when bending my head down and using my hand. So far the doctors do not know what to do, I have been to many Dr's.Is there anything I can do to solve this problem? I am getting real frustrated trying to get more info on this.
