broken ankle

I broke my ankle about 7 months ago. The doctors told me the bone had healed fine. But my ankle is still sore on the inside part and I still don't have the same flexibility as in my other ankle. I can't do any running or jumping without still enduring pain. I went back to the doctor and he told me it was just the scar tissue that was giving me pain. How long is too long for me to still have pain in my ankle and could it possibly be something else?
