Pronation and Hockey

My 7 year old son plays hockey and has been diagnosed with "overly flexible ankles". This causes him to pronate in his shoes (he has custom orthotics) and even more so in his ice skates (because he is balancing on a narrow blade). Because he gets new skates around every 6 months (he is in size 2.5 right now and about to move up to a size 3.5) I don't really want to buy custom orthotics for his shoes AND his skates every 6 months. He has top of the line "pump" skates with air filled bladders that form around his ankles for support, however he still pronates.

1. I have tried modifying the insoles that came with the skates by putting some padding under the arch. Is this OK to do? Should I also put some padding on the inside of his heels?

2. I am having a hard time finding some "off the shelf" full size orthotic insoles for children that would help his pronation. Do you know of a source?
