fractured ribs

My grandson was born 31 weeks prem. he was in the nicu from April 1 - June 26 he had NEC and was on TPN till almost time to come home. when he come home the hospital set up pysio saying he was still and only turning his neck to one side. he has been seen by health nurses, doctors, pedeatricians,..almost someone every 2 weeks since he has come home. My daughter took him to see a doctor to demand an xray because he seemed to be in pain all the time. the xray came back showing 2 month old fractures of the collarbone and his ribs. Now they are blaming her on child abuse. there has been no abuse and by there results of 2 month old fractures that would place him in hospital at the time.what would have been done to him to receive that amount of fractures? no cpr was given. he has been tested for shaken baby..neg,,and for osteo..neg.
