Broken Tibia and Fibula

I broke both my tibia and fibula I have a rod in my tibia and doctor did not do anythin to fibula I have no money now or insurance I can't go back to the doctor what is some excersise i can do to build muscle i don't think my leg is healing very well it is so weak and the fibula moves around all the time what should I do.
