Fractured Tibia

My son (8 yrs) fractured his tibia in December (through the growth plate, one fracture on each side of the bone). He was in a splint/cast for about 7 weeks, on crutches for 2 weeks, now can hobble around on his own with a severe limp. It seems to be a slow recovery. Should I pursue physical herapy for him? I was expecting it to be smooth sailing after the cast was off. What is the typical recovery time once the bone is healed and the cast is removed?
