rotator cuff

I am 51 and have had increasing trouble with my right shoulder over the years, atleast 15yrs. I am told all my problems are symptomatic of a torn rotor cuff and at this pont there is probably nothing that can be done. My next door neighbor had a similiar problem and surgery was performed that did not last, which was suspected by the physician. Three questions; Is there a point that damage can not be corrected? And, can mobility be addressed through strengthening exercises? If so, to what % percentage of recovery, on average?
